JVN adopts CVSS version 3 now

JVN will begin to provide CVSS version 3 base scores under the section "Vulnerability Analysis by JPCERT/CC".
During the transition period from CVSS version 2 to CVSS version 3, JVN will provide both base scores for CVSS version 2 and CVSS version 3.
